ข้าพเจ้าและพระราชินีมีความเศร้าสลดใจอย่างยิ่ง ที่ได้ทราบว่าเกิดอุทกภัยรุนแรงฉับพลัน และดินถล่มจากฝนตกหนักในหลายจังหวัดของสาธารณรัฐเกาหลี โดยเฉพาะอย่างยิ่งที่จังหวัดชุงช็องเหนือ และจังหวัดคยองซังเหนือ ความรุนแรงของภัยพิบัติดังกล่าวส่งผลให้มีผู้เสียชีวิต ผู้บาดเจ็บ และผู้ที่ต้องอพยพ ออกจากพื้นที่เป็นจำนวนมาก รวมทั้งทรัพย์สินและโครงสร้างพื้นฐานถูกทำลายอย่างหนักอีกด้วย
ในนามของประชาชนชาวไทย ข้าพเจ้าและพระราชินีขอแสดงความเสียใจอย่างสุดซึ้ง มายังท่านประธานาธิบดี และผู้ประสบความทุกข์และความสูญเสียจากภัยพิบัติครั้งนี้ เราขอขอบใจเจ้าหน้าที่ และทางการเกาหลีที่ให้การช่วยเหลือด้านมนุษยธรรมกรณีแรงงานชาวไทยที่ได้เสียชีวิตในเหตุการณ์ดังกล่าวนี้ด้วย ข้าพเจ้าและประชาชนชาวไทยขอส่งทุกกำลังใจมายังประชาชนเกาหลีในการเผชิญความยากลำบากที่เกิดขึ้น ด้วยความหวังและใจจริงว่าความสูญเสียครั้งนี้จะได้รับการบรรเทาและฟื้นฟูโดยเร็วต่อไป
